This Commission meeting was set up to review requirements and controls for using people as test subjects.

One of the presenters had recently come across proof that Guatemalan Mental Ward patients were tested on and given Gonorrhea and Syphilis, and other nasty, but TREATABLE, ailments by USA doctors, in the '60s, and the patients were watched as they withered in pain until they died.

Over the years, I have run into several key standard PERP sayings I have encountered when confronting people with the fact that I am receiving these head attacks. As I detail the experiences and explain the TELEPATHIC source of these attacks, it has become apparent there must be a 'Stand Operation Procedure' play-book those who know of this technology/capability use to suppress its existence from the public.
